Oh man, I have started a monster!  For the sake of historical
accuracy, the full truth (discovered by someone else after I wrote the
story up) is that Perl wasn't actually supposed to have been allowed
in the first place.  The competition was preparation for the ACM,
which doesn't permit Perl, so instead of Perl being banned the
following year, the rules were merely more accurately stated.

Damn, and it was such a fine story, too!
