1) Find a group of dedicated people who want to see this happen
1a) Form a corporation.
2) Interview several of the certifying bodies in the industry to get an
   idea of how they set up their programs. (e.g. Cisco)
3) Have some of the trainers make up questions and problems for tests
4) Have some people of all skill levels take an exam
5) Review the results
6) Evaluate how many exams and levels of certification would be 
   useful/appropriate.
7) Decide how best to administer the exams.
8) Get an "official" sponsor such as ORA or AS to endorse them.
9) Make an annual review of the process standard.

#7 is the tough one as Sylvan is the most popular venue for such exams
since they verify the individuals identity, administer the exam and grade
it for a fee but who would get the fee and what would be done with it?

If the Perl Mongers, Inc. cannot do such things then a for-profit
corporation wouldn't be out of line either since paying people for
questions and exams would be a good incentive to get more contributions.
