I always have my students (who are generally rank beginners and non-CS, many with almost no computer exposure let alone experience) work in pairs. I also make them change partners every class. I find this gives them a little peer pressure to pay attention and actually complete the labs and moving them around gives them more chance to participate. if I just leave them together, one student does all the work.
