Eclipse IDE with the EPIC plugin does some basic Perl 5 editing and debugging. Pro - it's free and cross-platform. Con - it has a lot of bugs itself and Eclipse is a 100+ MB download (also, some people have ideological problems with the licensing of Java libraries)
