Re: pack('C'...) sets UTF8 flag

Followup: we do *not* see this failure if we flatten the loop, e.g:

use strict;
my $s ;
$s = pack('C', 200);
print "pack('C', 200): is_utf8=" . (utf8::is_utf8($s) ? 'yes' : 'no '). 
"\t$s\t" . join(',', unpack('C*', $s)) . "\n";
$s = pack('U', 200);
print "pack('U', 200): is_utf8=" . (utf8::is_utf8($s) ? 'yes' : 'no '). 
"\t$s\t" . join(',', unpack('C*', $s)) . "\n";
$s = pack('C', 200);
print "pack('C', 200): is_utf8=" . (utf8::is_utf8($s) ? 'yes' : 'no '). 
"\t$s\t" . join(',', unpack('C*', $s)) . "\n";

The failure (as below) occurs on Windows, Linux, and OSX.
