Re: Time64 needs to call VMS.C gmtime() and localtime() always.

[Please remove the Malmberg.Family address from your address books, it 
was used by mistake.  Any technical stuff sent to that address will be 
lost in the high volume of other stuff that is going to my entire 
family.  I am hoping that the mailing list archives are not posting it 
in the clear, as up to now, it had not been posted on the Internet]

[Also cpan.org was refusing e-mail from some gmail mail servers earlier

I think for VMS, we either must always use the wrappers in VMS.c or we 
should retire the wrappers in VMS.c in favor of time64.c and not 
maintain both.
