That should be unnecessary, as I don't think vmstar cares what the  
process settings are.

That's very necessary!  Since 5.10.0 or so, README.vms says regarding  
vmstar, "Contrary to advice
provided with previous versions of Perl, do I<not> use the ODS-2  
compatability qualifier."

and that's also necessary, also documented in README.vms.  Actually,  
it may not be necessary in 5.12.2 as I've finally fixed some of the  
related problems in File::Spec, but I haven't tried it.

Good.  I'm surprised by the build difficulties as I build frequently  
without encountering them.  Perhaps this area needs more attention or  
perhaps I should supply binary kits since HP hasn't updated theirs in  
so many years.
