Well, the place to start is here:

$ sea [.lib]perl5db.pl "must not source"/win=5

         You or the superuser must be the owner, and it must not
         be writable by anyone but its owner.


The stat.t failure also has something to do with ownership.  Not sure  
what exactly, but anything out of the ordinary involving ACLs, default  
permissions, files created under one account and accessed under  
another, etc., might be worth checking.
