I was able to reproduce a comp/parser.t failure by running in an environment where DCL$PATH pointed to a directory I had write access to by virtue of having a UIC group in the 1 to 10 range (i.e., effectively a system account even though it's not *the* SYSTEM account).  Try deassigning DCL$PATH or running from a different account.
