It seems currently dormant, but Adam Kennedy said he would try to
become more involved again to get a release out.

The correct mailing list for this question is [email protected]
though, perl5-porters is about development of core Perl itself, not
about any particular distribution.

PS: FWIW, ActivePerl releases typically happen within days of the
    corresponding core release, so maybe that is an option for you while
    you wait for Strawberry to catch up... :)
