kmx, thanks for taking the time to help with this.  My build is failing 
at step 6 (see below).

I am using "mingw" since I'm on a 32-bit system.  I used "/c/OpenSSL" as 
the prefix and fipsdir.

The "make" for openssl-1.0.1e fails for me with:
