wxPerl update

If wxPerl was made compatible with wxWidgets 3.2, I'd add support for the
language to wxUiEditor (RAD tool) to make creating UI easier (it would
generate the necessary wxPerl code to implement the UI). I *might* be able
to help a bit with updating it if it's a github repository -- but my focus
is primarily wxUiEditor and wxWidgets itself, so I wouldn't be able to make
major contributions...
