Well, let's say this is the case, though I doubt it. If something is going to cause or incite public violence/danger then it is well within the authority of the local government to refuse permits/permission so as to prevent such violence/danger. Further the local government has no obligation to go to any efforts to change the situation. Now if the operators of the float want to hire adequate security to overcome the concerns of the local government, then they are certainly free to do so, but it's not up to the local government to resolve such issues even if they could.
