It's not actually going to that much of a problem once the system is 
implemented. You want a bank-account - need a CPR number. Want a job - 
need a bank account (likewise for any monetary assistance from public 
coffers or tax refunds). Want a passport, medical assistance of any 
kind, borrow from a public library, pay taxes, enroll in education 
facility - need a CPR number.
