That is like saying that all science starts with breathing followed by 
exhaling.  In other for something to be a hypothesis, it must be 
testable; this is what made the scientific revolution different than the 
authority-based ideas that came before it of revealed religion.  As the 
late Dr. Carl Sagan said in a speech at the Center for Inquiry (probably 
somewhere on YouTube) in the presence of Dr. Paul Kurtz, "A philosopher 
has no laboratory."  Ditto for a theologian.
