Sorry folks. When I was looking for a government source for the Weisberg
photo I found a better photograph and now it seems that the distance is more
than 13 cm from the top of the FOLDED collar. The ruler that can measure
the stripes on the shirt and their series is over at the marryfarrell website
supra, https://www.maryferrell.org/photos.html?set=NARA-JFKCLOTHES retrieved March 12 at about 10:47 PM EST.

By now it seems that that expensive shirt has probably at least nine major
parts not including multilayer structure.

A best guess is that maybe the FBI had measured the interval immediately
from the bullet hole to the top of the folded collar (THAT collar could
not be flattened out on an ironing board anyway) and that both the Clark
Panel and also the HSCA had probably measured from the level of the bullet
hole as known to the cloth at the midpoint in the back of the shirt?
Various photos at merryfarrell show the original bullet hole from before
the FBI cut some more of it out of it some more and the latest is over at
https://educationforum.ipbhost.com/topic/25403-newly-released-november-5-1993-photos-of-jfks-suit-shirt-and-tie-from-112263/ retrieved March 13,
2021 at about 2:50 PM EST.

As far as I can tell both of the government measurements (14.0 and 14.7
cm) would probably put the hole at the wrong vertebrae if you translated
either one of them from a commonplace dress shirt and the better
approximation would probably be found by either making a duplicate shirt
or else subtracting the height of the back of the inside of the collar and
then locating the hole from a measurement on the centerline? In short, or
as a practical matter, the shirt would seem to suggest an entry wound
about ten and a half or eleven centimeters below the top of the collar of
a middle class American dress shirt as measured on the centerline.

Any seconds?
