That's why they need holding ponds and swamp and low land that puddles up with water and then sinks into the soil more slowly than drainage pipes and canals to keep the ground from flooding. If it's anything humans did it's the hydro engineering to drain swamps that causes a fast rise in water and fast exit of that water from the river to the ocean to prevent floods, and it worked, sadly the unintended consequences are that you have less water in the soil to buffer that dry cycle. The land isn't holding water so drought is more quickly felt than if there were still swamps and retention ponds built by Beavers... flooding large areas to sequester the water for when the rains come farther apart. -- -Reality Matters-
