It means the arms that are arms are all available to you because the 
U.S. government, and State government has no delegated power and is 
denied the power to make laws to regulate this RIGHT, due to their 
having ZERO constitutional powers to make laws that regulate or ban the 
RIGHT of the people to keep and bear arms.

And that's just the limitation on the GOVERNMENT for that RIGHT/POWER. 
There is also a possibility of some other delegated power that could be 
applied should the government want to make a law that would suppress 
those rights or infringe on them. Which is why the 2nd Amendment also 
says "SHALL NOT BE INFRINGED" so not only doesn't the government have 
the delegated or inherent States power to make laws about the RIGHT to 
KEEP and BEAR but also nothing about the "ARMS" themselves that the 
people are going to keep and bear, but "shall not be infringed, stops 
the attempt to use other delegated powers that have been delegated for 
other uses from being used to infringe on *the RIGHT of the people* .


*Amendment II*
A well regulated Militia, being necessary to the security of a free 
State, the right of the people to keep and bear Arms, *shall not be* 
*infringed* .

   *the right of the people to keep and bear Arms* denies the delegated 
power and *shall not be infringed* denies any attempt by anyone to claim 
that they can limit or regulate that RIGHT, through a back door Clause 
or Amendment... that allows powers for other things, but if applied to 
the RIGHT to keep and bear arms... they would be infringing on that 
RIGHT of the people.

NO laws to ban you from keeping nd bearing arms because you didn't pay 
the tax stamp to own one...

or because you're a female... or you live on the wrong side of the 
tracks. Or you didn't donate to the Democrat candidates.
