The USA is a dying nation for one of the major reasons that Rome collapsed---open borders.  The difference is that Rome allowed her borders to be open due to incompetence and corruption and Biden has opened our borders on purpose---its treason.  But to hell with it, the deal is done.  The liberal trash of this thread and this country succeeded in destroying this nation but what they get afterwards will be a giant San Francisco and they deserve it.

The reason being that if a human life is 3/5 human life or 3/5 of a 
"person" then their States are only eligible for 3/5's of their RIGHTS 
to taxes and representation in the census and Representation.

The IRONY being the 13th Amendment made *people who are duly convicted* 
*of their crime and sentenced to slavery* as part or all of their 
punishment... they are the only people that the 3/5ths Constitutional 
clause would still refer to. But anyone sitting in prison is a slave 
with no RIGHTS to vote or carry a gun.

Which means that all those in prisons are now less than one whole person 
as far as representation goes. And those States get less tax and less 
congressional representation based on their census "minus the prisoner 
population". Because the prison population is only worth 3/5 of that 
population number when it comes to representation or taxes disbursed on 
population statistics. And illegal aliens are NOT population or slaves 
they are just NOT here, they're visiting .

It's a disincentive to locking people up in prisons... isn't it? It 
means the States will have to balance their laws putting people in 
prison with their lost congressional seats, locking up bad people 
becomes a loss of power but then out of control crime would also cause a 
loss to the political party in power when things degenerate into chaos.

The States will let all the people they can, out of prison every 9 years 
for the census to count them as free persons and see if they stay out or 
if they will commit new crimes and get put back in prison for 9 more 
years or life if they're returned to prison again for a serious enough 
crime.
