Precisely... *laws passed by congress* ...they can't rewrite the U.S. Constitution with Congressional laws. And the Legislative Branch can't enforce laws and make REGULATIONS from one Branch/Department. The ATF is such an agency of the government that is unconstitutional because it undermines the CHECKS AND BALANCES created by the U.S. Constitution. The ATF is doing both *Making* Regulations and *Enforcing* those Regulations and laws. Doing both is a violation since Congress can legislate laws or the Executive can enforce laws but there is no one entity delegated the power in the U.S. to do both. Which means the ATF doing BOTH making and enforcing REGULATIONS/LAWS is NOT Constitutional.
