Precisely... *laws passed by congress*  ...they can't rewrite the U.S. 
Constitution with Congressional laws.  And the Legislative Branch can't 
enforce laws *and* make REGULATIONS from one Branch/Department of 
government. The ATF is such an agency of the government that is 
unconstitutional because it undermines the CHECKS AND BALANCES created 
by the U.S. Constitution.

The ATF is doing both *Making* Regulations and *Enforcing* those 
Regulations and laws.  Doing both is a violation since Congress can 
legislate laws or the Executive can enforce laws but there is no single 
entity delegated the power in the U.S. to do both at the same time. 
Because doing both destroys the CHECKS and BALANCES and creates a 
Fascist occupation of the people.

Which means the ATF and IRS doing BOTH making (writing) and enforcing 
(carrying guns with the power to arrest or shoot) while enforcing 
REGULATIONS/LAWS created to impact the American people is NOT 
Constitutional.

Section 1. All legislative Powers herein granted shall be vested in a 
Congress of the United States,

*Article II*
Section 1. The executive Power shall be vested in a President of the 
United States of America.

This separation of delegated powers, creates Checks and balances. And 
since it's the Constitution creating that separation, only an Article 5 
AMENDMENT to the Constitution can change that.

*Article V*
The Congress, whenever two thirds of both Houses shall deem it 
necessary, shall propose Amendments to this Constitution, or, on the 
Application of the Legislatures of two thirds of the several States, 
shall call a Convention for proposing Amendments, which, in either Case, 
shall be valid to all Intents and Purposes, as Part of this 
Constitution, when ratified by the Legislatures of three fourths of the 
several States, or by Conventions in three fourths thereof, as the one 
or the other Mode of Ratification may be proposed by the Congress; 
Provided that no Amendment which may be made prior to the Year One 
thousand eight hundred and eight shall in any Manner affect the first 
and fourth Clauses in the Ninth Section of the first Article; and that 
no State, without its Consent, shall be deprived of its equal Suffrage 
in the Senate.

That also applies to the EPA, IRS, BLM And any other AGENCY that makes 
regulations that limit the RIGHTS of the American people, and then also 
carries guns to legally enforce those REGULATIONS THEY MADE.  It's 
undermining the liberty and quality of life, of the American people.

It creates Fascist government Agencies which *make and enforce* 
regulations and laws without the requirements of those in the 
Constitution of being passed by Congress and signed by the President and 
it also means they enforce it without any review or constitutional 
checks or balances of holding the Congress and Executive powers 
accountable (either politically or criminally) for those violations of 
out RIGHTS.
