If they live in a country where walking around is dangerous, then I suppose
they would need a defence. 

My mom and dad had a beach house in the florida pan-handle for years. I was
there a few times and everything seemed calm, safe and peaceful. On the
surface. For the first season, my parents were astonished when they were
advised not to go out at night because it was too dangerous. And everyone had
to lock their doors when they were out (even for a walk on the beach) in the
daytime. Neighbours on both sides were burgled - during the day!
 They loved it there but were always grateful to come home and feel safe. (my
mom's words not mine)
So yeah, I get it that you need defence.
