Marines do not have jurisdiction over I-5. It has to be the state. Camp 
Pendleton warned the state allowing Newsom to act. I do not know if 
Pendleton is considerred a bad neighbour.

Shady Vance is his usual shitheadiness. Like other Republicans he wants 
California to be his enemy. So he exploits the delicate relations 
between the state and its numerous military bases.
