Lots of people who living in the country. Heat lamps are in common use to help newborns in unheated buildings. A small 40 watt light bulb will keep your above ground well pump from freezing Exposed outdoor lights do better with incandescent lights since the heat melts the ice and snow build up quickly to provide better illumination sooner. Lots of reasons why you might want heat from your light bulb.... Oh.. and they are often FAR cheaper for a light you're only going to use rarely.
