	Seriously? One of the first laws Lula passed was to make all
phones "unlocked"(AKA not tied to any provider). He's always been big
fan of real capitalism, and where there is no competition prices tend
to soar.

	Before that all cellphones were locked to one of our 4
companies(2 really, The Mexican billionaire/narco boss Carlos Slim
owns Vivo and Tim and the Italian government  Claro and Oi).

	I was surprised the US would allow a handful of billionaires
to control the market.
	Is it the same in Europe, if you buy a phone you MUST use the
provider it represents and whatever software they impose?
