There is also the commandline program dwebp for Linux & Windows.

Have tried it and it works.

However, IME with WINE in Windows 7 mode, copying an image into the
clipboard via a WIN32 browser converts it internally into BMP format.

Can't vouch for the same under XP (haven't tried). Maybe worth seeing
if copying to the clipbboard converts internally to BMP and thus
can be pasted into many image viewers or editors.
