I assume you mean R47.7.
It's a good idea to always specify the exact release number -
"latest" or "current" are not definitive.

I just installed R47.7 today; I don't see your problem.
And I don't recall reading anything like that, ever; so I have no
informed suggestions for getting the menu choices to function.

To test for possible file corruption contributing to the problem, you
can create a New Quicken file and see whether the problem occurs there. 
If the test file works, that suggests problems with your regular Q file. 
To attempt to address that, you could try Validate, and possibly 
Super-Validate, on your current file. If Validate/Super-Validate using R47.7
do not fix the problem - you might try both with your previous version 
of Quicken installed (meaning you'd need to reinstall to your previous version, then
Validate/Super-Validate, then try upgrading again. See below.

I notice you rejected the earlier suggestion to reinstall Quicken and re-apply the current release, but
I believe that is your best bet (if your current file is not corrupted). It's not a guarantee, but
it has been known to correct some problems in the past - particularly when the most recent
release was automatically installed by Quicken.

When you do the reinstall of Quicken, you should make certain that Quicken can not
automatically upgrade to the most recent release. If UAC won't do the trick, physically
disconnect your pc from the internet for the reinstall.

If you do not already save the install file for each release, you can download whatever is the
most current release from Quicken at:

If a reinstall and re-update to R47.7 don't correct the problem, you may want to revert to a previous release.

To revert, you would need to uninstall Quicken (again); then reinstall Quicken (blocking Quicken from automatically
 applying the most current release, again); then with Quicken closed, run the downloaded patch file 
for the release you want to be on.
