I download from Bank of America-All Other States 
almost every day. Did so just a few minutes ago: 
I'm not seeing any problem.

I would start by following the instructions in that 
CC-800 FAQ ... exactly as they're written.

That includes making sure you deactivate EVERY Quicken 
account with the financial institution (BofA) - 
including any "hidden" Quicken accounts that might be 
activated for downloading.

And definitely use the Quicken "Add Account" process to 
"reactivate" (Link) the accounts you want to be able to 
download ... and no others.
