There is (export/import a QIF file), but it can be a little tricky, and 
I'm not sure it's necessary for your situation.

A Quicken account with no transactions still has a register and normally
an account with no transactions will still open to its (empty) register.
If you really can't open the account register, there is something else 
wrong.

The only source of a non-zero account balance is one or more 
transactions in the account
If your account is showing a non-zero balance (as of any date), there
must be transactions in the account.

Have you tried running a Banking > Transaction report
(for the account in question, for All Dates) to
see whether Quicken finds any transactions in the account?

If the Banking > Transaction report displays any transactions in the
account, try double-clicking on the date of one of those transactions:
that should take you directly to that specific transaction in the 
account register.

If Quicken does find transactions in the account, perhaps you have
unintentionally set one, or more, filters on the account that are 
preventing Quicken from displaying them.

If any filters are set, there should be a green button to the right
of the filters (in the row above the Heading row: clicking that
reset button will remove all the filters from that register.

If you allowed Quicken to create a New account when you reactivated 
(using Add Account), instead of "Matching" the download to the original 
account; you would now have two Quicken accounts for the
same single real-world account. The original account would be missing
any transactions since the deactivate/reactivate: those newer 
transactions would be in the New Quicken account.

I know of no such possibility.

If nothing else helps, you can try Validating your data.
To do that I would:
- Backup (to a separate location from your regular Quicken backups)
- File > Backup or Copy file
- Choose "Create a copy or template"
- Copy everything (which I believe is the default)
- Choose a location for the Copy and click OK
- When the Copy finishes:
-- Open the Copy
-- File > Validate and Repair file
-- Put a check mark in the Validate file box, then click OK

Note whether the "missing" transactions appear. If they do, plan to make 
the Copy your regular file.
Delete the original file, then rename the Copy to the original file name.
The you will need to reactivate EVERY account that had been enabled for 
downloading (the Copy process deactivated every one of those accounts).

If the Validate process did not help, try Super Validate
Click File, hold down CTRL+SHIFT while clicking Validate and Repair file.
Put a check mark in the Super Validate file box, then click OK.

Note again whether the "missing" transactions appear: if yes,
do as above.

If neither Validate or Super Validate help, post back for instructions
on using QIF file export/import to move transactions between Quicken files.
