I found via a Google search a similar recent issue.  The 'fix' was to 
rename the file C:\ProgramData\Quicken\Inet\Qdata.000\runtime.dat to 
something like ...."oldruntime.dat', and run Q.  It will rebuild that 
file and things should be fine. After checking, one deletes the old 
file. I'll update this NG post if this works.
