Indeed, this fix worked.  No longer get the error message after OSU, and 
the a new runtime.dat was indeed creatred in the INET folder 
(C:\ProgramData\Quicken\Inet\QUICKENFILENAME\runtime.dat) with today's 
date.  I deleted the old 'oldruntime.dat' and all seems well.  Case closed!
