For anyone who's having the same issue, I found an answer of sorts on 
the Quicken Community forums.

It has something to with having a dual monitor setup. It's a known issue 
since at least September.

To quote: "This is a known issue that has been escalated, and the 
original ticket remains open and is actively being worked on. At this 
time, there is no estimated timeline for a fix."
