Yeah, that's not what justification means. You actually have to count
the discussion taking place, and since the vast majority of "discussion"
in politics newsgroups isn't discussion at all, just crossposting of
articles copied from the Web, I'd be surprised if there's enough
sustainable discussion to warrant a newsgroup.

But I'm not the proponent. You are. Finding the discussion on Usenet is
your one and only job. Then you promote the group to people discussing
Biden and see if they wish to change their posting habits in favor of
the group you've proposed. Then you have to convince them to both
request its creation on their News servers and to post actual discussion
to it, not crossposted and not copyright infringed articles they found
elsewhere.

The newsgroups file line is
group.name<tab>description ending in a period
and the whole line must be LESS THAN 80 characters. It MUST NOT break
across two lines.

It's a phrase made up of key words, someone would search for.
"Presidency" is a key word. "Central" and "group" are not. And you
really don't need to repeat "biden" in the description as his name will
already be hit upon from the group name.

The best proponent is someone well known for discussing the topic. Where
have you been discussing Joe Biden?

It's been years since anyone has proposed a group. Maybe you'll wake
this place up.
