The more idiots HAVE them the more likely one or more will USE them. Nukes are 1940s tech. Any even kind-of industrial country can make them. Even shitty little NK made fission, then fusion, bombs in short order once it was decided. Want a 150kt one over YOUR town ? My guess is that Japan has a small inventory, because of China and NK and the longstanding WW-2 grudges. The USA has a LOT of them - mostly 50-100kt these days. Russia apparently still has a fair inventory of really BIG ones (maybe even a few frames for Czar Bombas - 100MT fully loaded). We might need the Russian ones in case of a big meteor. But the PROBLEM is the smaller countries. Some just think of nukes as the 'next-bigger bombs' and have LONG-running blood feuds with neighbors. Those countries are more likely to be run by fanatics too. Meteors - 'Apophis' will be passing VERY near soon - and maybe fatally close NEXT time around. Put a big nuke on its ass right after it goes past THIS time - shift the trajectory. DO it. A Falcon Heavy could deliver several megatons right onto the thing, give it a little kick off into the void. Earlier IS better.
