Menu Bar & Address Bar

My wife is running IE 6 (because she likes it) and the Address Bar is over 
laying the Menu bar.
When I use the JAWS cursor, I see the File menu immediately followed by the 
Address Bar.  How can I move the Address Bar so we can see the rest of the 
Menu Bar?
