Weka Seems Truncated

Hello.
After a couple of months away from Weka, I started it up yesterday and found the following:
It starts up much faster than before, but it is missing all of the packages I have ever added. Only the basic tabs are available (e.g. no Time Series Forecast perspective), and only the basic Classifiers and Filters. This is the case in any perspective (Explorer, Workbench, Knowledge Flow).
Yet those missing Packages are all still on my drive (in C:\Users\...\wekafiles\native\packages)
How can I start or reconfigure Weka so that it once again finds all those Packages when it starts up?
Additional info:
I am using Windows 10, Weka 3.8.3, Java 8
When I start Weka, the Console window shows this:
