I turned the Weka filter into an actual Weka package (though an unofficial one): https://github.com/fracpete/knn-undersampling-weka-package Download the release ZIP file and then install it via the "File/URL" button in the package manager. But be advised that the original code was quite a mess and I'm not sure whether it ever produced correct results.
