Select the app and control-click. Select the open option. I think you should get a dialog where you can successfully open.
I’ve been Catalina for a while. But was looking at another household member’s Big Sur machine, where this still seemed to work.
Besides Eibe’s suggestion to clear the xattr extended attribute. I think what he suggested clears all extended attributes while there is actually only one problem one...
xattr -d com.apple.quarantine from.whatever
