The documentation is correct here. Users can specify relative paths, and they
are resolved against ServerRoot before processing.

I suppose it's possible that one could find the log message to be misleading,
but looking at the code it seems to mean something like "Could not resolve this
to an existing absolute path" rather than that the original argument to Include
must be absolute.

Resolving as doc bug, but if you feel strongly about it, perhaps reopen as a
code/log message bug?
