Fixed in trunk (r1933553) and 2.4 (r1933554).

Documented the no_ocsp_for_cert_ok flag for SSLOCSPEnable, which was added in
2.4.29 but never documented. Updated the syntax line to show optional flags,
added a description of the flag's behavior, and updated the compatibility note.
