[Bug 58892] Remove 'advanced' rewrite doc, and organize by topic

Step 1 complete: redistributed all 7 recipes from advanced.xml to topical
files.

remapping.xml: received structuredhomedirs, redirectanchors, time-dependent,
on-the-fly-content
rewritemap.xml: received sharding (as a txt: map usage example)
avoid.xml: received load-balancing (reframed with mod_proxy_balancer as the
primary recommendation)
flags.xml: received setenvvars content (merged into existing [E] flag section)
All original section IDs preserved so existing anchor links continue to work.
advanced.xml not yet modified — it becomes a deprecation stub in the next step.
