The Summary of the mod_rewrite reference contains:
> Each rule can have an unlimited number of attached rule conditions, to allow you to rewrite URL based on server variables, environment variables, HTTP headers, or time stamps.
The next paragraph largely repeats that:
> It can also inspect other values, such as headers, cookies, environment variables.
The patch for #70030 solves that. It also addresses the third confusion listed
there and reduces the risk that readers will think PATH_INFO is a variable just
like QUERY_STRING.
By the way:
1. In the first sentence modified, I do not find it clear what a server
variable is (how that differs from an environment variable).
2. “rewrite URL” should read “rewrite URLs”.
