Yes, is is preferred to download from apache.org.

Yes, the message on dlcdn is incorrect, and refers to the download mirror
network that we used to have, and which was retired in 2021.

However, we, the httpd project, cannot correct that error, and it needs to be
reported to someone who can. Again, I assume that's infra. But it's definitely
not this specific bz tracker.
