[DISCUSS] Graduating Apache Livy

Hi everyone,

Thanks to the community's support, Livy currently has great momentum and
sustainable activity.

The project has completed several releases, most recently 0.9.0-incubating
in January, and preparations for 0.10.0 are already underway. Notably, the
project has handled security issues efficiently, including CVE-2025-66249
and CVE-2025-60012 in the latest release.

While Livy has been in incubation since 2017, the project is mature and the
community is planning further improvements and features. Although the
community is quiet, it remains solid. I have discussed adding new
committers and PMC members with several PPMC members. We agree that
graduation would encourage new contributions, and the project is eager to
welcome new members.

The PPMC is active and maintains clean governance according to the Apache
Way, including brand protection and the management of security reports and
releases. I am confident that the project and its community are sustainable
for the long term.
