Yet another Apache 2 problem

Been trying to get SOMETHING to work right in the Apache 2 environment 
and finally found what's been causing my errors.  Even though my header 
is in php, very few of the php predefined variables are available if the 
invoked page is html.  If I copy the "body" page intact to a file with 
the same name, but a php extension, I get all the predefined variables.

Is there a variable that needs to be set in mod_layout or httpd.conf to 
make these variables available at all times?
