Install on virtual/shared server?

Hello.  I've been looking into the features of mod_layout, and I believe 
it's exactly what I'm looking for.  But I couldn't find any information 
regarding installation on a shared/virtual account.  While I have 
telnet/ssh access, I don't have root, nor access to the httpd file. I 
can use htaccess files, however.

So my question is, can mod-layout be used for a virtual account?

Any help greatly appreciated.
