Both header and called file can't be PHP in Apache2 version

A couple years back, I tried using mod_layout with Apache2 but there was
a bug that wouldn't allow the header and footer files to be PHP if the
called file was PHP as well. It was either one or the other.

We're now hoping to move to Apache2 and I desperately need this working
since our intranet is relying on mod_layout.  I'm not a C programmer so
I can't offer any help but I'm hoping this might have been fixed and not
posted yet? <hopeful grin>

Let me know if there's anything I can include to help diagnose the issue
and come to a resolve.  Thanks for your help, Brian! :)
