About frame and iframe

Hi all.

My question is:

Why does the <frame> have problems to being displayed in "explorer" (in 
mozilla this works fine) but the iframe works in both mozilla and explorer,
does this is a problem of compatibility whit mod_layout? or i have 
problems whit other module?

I am running apache2 mod_php mod_layout mod_deflate < in this order.
