mod_layout and mod_text2html

Hello,
I'm attempting to use mod_text2html along with
mod_layout. mod_layout seem to be working great, but
my text files are all screwy, and I don't think the
text2html thing is working at all. The instructions on
this module are pretty minimal, do I need to put in an
AddHandler directive or something? Here's an example
of what's happening now:

I have these:
LoadModule layout_module     
libexec/apache/mod_layout.so
LoadModule text2html_module  
libexec/apache/mod_text2html.so

and these:
AddModule mod_layout.c
AddModule mod_text2html.c

and these:
LayoutHeader
/usr/local/www/phpnuke/html/Archives/header.html
LayoutFooter
/usr/local/www/phpnuke/html/Archives/footer.html

But nothing else in my httpd.conf file. Ignore the
phpnuke thing, I'm using a small php script now and
have scrapped phpnuke.

Any clues?
