Exactly... this is one of those things that you know you need if you in 
fact need it.  Certain modules like mod_gzip make a point of setting notes 
variables; if you are not using such a module, you can safely ignore the 
world of notes.  If you ever find yourself using such a module (mod_gzip 
is the only one that I use & know) then you can always use the 
functionality.
